Connecticut Manufacturing Innovation Fund Incumbent Worker Training Program
The Manufacturing Innovation Fund Incumbent Worker Training program provides financial assistance to Connecticut manufacturers for growing innovative and technology-based manufacturing businesses in Connecticut. The goals are:
- To support advanced manufacturing and innovative companies in their efforts to train incumbent workers in the appropriate skills to meet current and emerging market needs.
- To bring technological innovation to the market and help manufacturing companies leap ahead in productivity and efficiency by enhancing the skills of their current workforce.
- To maintain sales and grow revenue and profitability.
The Manufacturing Innovation Fund Incumbent Worker Training program is a matching fund program to help manufacturing companies provide training for their workforce. It offers up to up to $100,000 maximum per employer, per calendar year equal to the approved amount. For example, if a company is provided $50,000 in Manufacturing Innovation Fund Incumbent Worker Training program funds, the employer must also provide at least $50,000 in matching funds; totaling $100,000.
Program Requirements
- Total proposed training project value must be at least $10,000 (in this case, $5,000 provided by the Manufacturing Innovation Fund Incumbent Worker Training Program and $5,000 company match) Maximum award is up to $100,000, per employer, per calendar year.
- A third-party vendor or service provider must be used to execute the proposed training project.
- Applicants are required to match grant awards dollar for dollar.
- Companies receiving funds under this program are required to complete an impact report upon the completion of the training and additional project documents as deemed necessary by the process.
- A commitment by the company to use the funding to implement the proposed training project.
- Must be a Connecticut-based manufacturer who has 2,000 employees or less and is registered to conduct business for not less than 12 months.
- Eligible Incumbent workers are employees:
- Employed in any of the following functions: direct/indirect labor including but not limited to production, information technology, logistics or research and development, engineers, and production support.
- At least 18 years of age
- Working full time hours as defined by the industry
- A proposed use of funding that is consistent with the "eligible activities" listed for the program. Typical uses of this funding include, but are not limited to the following training:
- Upgrade and increase skills
- Industry Specific
- Written and oral communication
- Mathematics or science
- Technical or technological
- Companies applying for funds must be in "Good Standing" with the Department of Revenue Services (DRS) and the Department of Labor (DOL). Applications will not be considered complete unless in “Good Standing” with these departments. Clearances will be conducted for DOL. “Letter of Good Standing” must be requested from DRS.

New Hampshire Manufacturing Innovation Fund Incumbent Worker Training Program
Who is eligible for the Job Training Fund?
The Job Training Fund is available to businesses located in New Hampshire and businesses intending to locate in the State, and who pay quarterly taxes into the NH Unemployment Trust Fund.
What training costs are allowed by the Job Training Fund?
Training programs may include, but shall not be limited to: structured, on-site laboratory or classroom training; basic skills; technical skills; quality improvement; safety; management and supervision; English as a second language.
Who can be trained?
Employees who are either residents of New Hampshire or who work at the business that is located or intends to locate within the state can receive training from the fund.
What is the matching requirement of the grant?
A minimum 1:1 cash match is required. The minimum grant allowed is $750. The maximum grant that can be requested is $100,000.

Florida Incumbent Worker Training Program
Program Overview
When workers lack needed training and businesses experience skill gaps, the company’s ability to compete, expand, and retain workers can be compromised. Florida’s Incumbent Worker Training (IWT) Program, funded by the federal Workforce Innovation and Opportunity Act (WIOA), and administered by CareerSource Florida (CSF) addresses such needs. The IWT Program was created for the purpose of providing grant funding for continuing education and training of incumbent employees at existing Florida businesses. The program will provide reimbursement grants to businesses that pay for preapproved, direct, training-related costs. Currently, companies may receive a reimbursement rate up to 50% or 75% (see Funding Priorities below for details).
Available Funding and Maximum Grant Awards
The total amount of funding available for all training projects in 2017/2018 is $4 million. Applications are reviewed on a first-come/first-served basis until available funding has been awarded. A notification will be posted on www.careersourceflorida.com when funds are no longer available. For the year beginning July 1, 2017, the maximum amount is $200,000 per grant/per company. If a company has more than one location in the state of Florida, they are treated as either one company or separate companies depending upon the FEIN number(s). If the locations operate under different FEIN numbers, they will be considered separate companies that will need to submit separate applications and receive separate awards. If the locations operate under one FEIN number, then they 4 will be considered one company and will therefore need to join their training efforts, submit one application and receive one award.
Rhode Island Worker Training Grants
Workforce Expansion Grants
Each year, new and expanding Rhode Island businesses benefit from Workforce Expansion Grants that allow them to elevate the skill level of their new employees. Jointly awarded by the Governor’s Workforce Board and the RI Economic Development Corporation, Workforce Expansion Grants allow up to a 50 percent reimbursement for training costs. Companies must maintain their employment level for a minimum of 18 months from the grant end date. Since July 2006, nearly $1.5 million in grants have helped to grow the skills of employees.
Comprehensive Worker Training Grants
The Governor’s Workforce Board RI recently awarded $398,335 in Comprehensive Worker Training Grants to 17 Rhode Island companies. The matching grants, which range in size from $2,211.50 to $50,000, will help more than 1,000 Rhode Island-based employees improve their existing skill sets. Financing for these grants comes from the state's Job Development Fund.
Funded proposals in the latest grant round included underwater exhibit training at Something Fishy Inc., arborist training for North-Eastern Tree Service, electronic medical records training for Urologic Specialist of New England and gaming technology training for Hasbro, Inc.
The 15-member Governor’s Workforce Board RI supports strategies that improve the existing skill base of the Rhode Island workforce and that anticipate the future needs of growing and emerging businesses. Since its inception in 2005, the Governor’s Workforce Board has awarded $11.4 million in matching worker training grants that have improved the skills of more than 20,000 Rhode Island-based workers.
